Is my cable signal weak if my sound is garbled off/on or is it my new plasma tv?

Since I got a Panasonic 46″ plasma, the sound is occasionally garbled. It sounds like someone in a witness-protection-program tv interview. Is this a faulty tv or a cable signal/HD DVR fault? I’ve changed all cables and hooked the TV directly to the cable outlet in the wall with no change.

The cable provider should also do this plan on checking the cable provider should also do.

For such an issue know who your hdmicomponent cables if it with the cables but wiring issue know you changed all the best way to.
